Gulf Coast Housing Partnership and Midtown Partners, Inc. Celebrate the Grand Opening of Noel Place in Jackson, MS

Jackson Mayor Chokwe Antar Lumumba, alongside leaders from Gulf Coast Housing Partnership (GCHP), Midtown Partners, Inc. (MPI), and local and state officials, recently celebrated the grand opening of Noel Place, a new affordable housing community in Midtown Jackson. This development adds 27 high-quality, affordable homes to the neighborhood as part of a broader revitalization effort

Noel Place is a scattered-site development featuring two- and three-bedroom homes, including townhomes, apartments, and detached single-family houses. Each home includes in-unit washers and dryers, EnergyStar appliances, and off-street parking.

Community features such as a playground, front porches, and an outdoor gazebo encourage social interaction and a strong sense of community. Additionally, the buildings were constructed to National Green Building Standards, ensuring energy efficiency and sustainability.

“We know that housing doesn’t just provide a roof over one’s head. It also provides dignity and worth,” said Mayor Chokwe Antar Lumumba. “This multi-million-dollar investment is a major step forward in that aim, and we are very grateful to the Gulf Coast Housing Partnership and Midtown Partners, Inc. for this exciting development.”

Noel Place is part of the Midtown Master Plan, a comprehensive neighborhood revitalization strategy focused on preserving the character and charm of Midtown while promoting growth, safety, and a strong sense of community.

“This project began by acquiring one property at a time, and while these developments are not easy, it’s the dedicated individuals and organizations that make a lasting difference,” said Kristi Hendrix, Executive Director of Midtown Partners, Inc. “Noel Place is a testament to how collaboration and strategic investment can drive meaningful change and strengthen Midtown for generations to come.”

This project marks the second collaboration between GCHP and MPI, following the successful development of West Millsaps, a scattered-site affordable housing development completed in 2017.

To date, GCHP has developed or preserved 887 affordable homes in Jackson and a federally qualified health center with a total investment of $88.3 million.

“GCHP works in partnership to create transformative developments, and we were honored to once again collaborate with Midtown Partners to bring affordable housing to Midtown,” said Kathy Laborde, GCHP President and CEO. “Thanks to dedicated partners and local leaders who value neighborhood preservation, we continue to expand our efforts in Jackson. Noel Place is a testament to what we can achieve together—providing opportunity, stability, and quality housing for those who need it most.

The contractor for Noel Place was Grant Ethridge Construction, and the architect was Wier Boerner Allin Architecture. GCHP Management will serve as the property manager for Noel Place.

Funding support for Noel Place was provided by BankPlus, The City of Jackson, Federal Home Loan Bank of Atlanta, Federal Home Loan Bank of Dallas, Mississippi Housing Corporation, Mississippi Regional Housing Authority VI, Regions Bank, Trustmark Bank, and United Bank.
