Gulf Coast Housing Partnership Opens Phoenix Square II and III Apartments in Hammond

Phoenix Square II and III, two newly constructed affordable housing communities developed by Gulf Coast Housing Partnership (GCHP), are now open in Hammond, Louisiana.

Together, Phoenix Square II and III provide 46 one-, two-, three-, and four-bedroom apartment homes for households earning less than 60% of the area median income (AMI). Two units are supported through the state’s Permanent Supportive Housing Program, and five are reserved specifically for single-parent households.

Residents will benefit from modern amenities including in-unit washers and dryers, ENERGY STAR®-rated all-electric kitchens, and shared community spaces such as a fitness room, basketball court, playground, and community center. Both developments are built to National Green Building Standard (NGBS) and are expected to achieve a FORTIFIED Multifamily Gold rating, enhancing resilience against hurricanes, high winds, and other severe weather.

Building on the success of Phoenix Square, which opened in Hammond in 2017 with 40 single-family, three-bedroom homes, these new developments continue GCHP’s mission to provide high-quality, affordable housing across the Gulf South.

The total development cost for Phoenix Square II and III was $19.1 million. Funding was made possible through a Low-Income Housing Tax Credit allocation from the Louisiana Housing Corporation, with equity investment from R4 Capital. Construction financing was provided by NeighborWorks Capital in partnership with the Federation of Appalachian Housing Enterprises. Additional support came from the Federal Home Loan Bank of Dallas through its Affordable Housing Program, and permanent financing was provided by HOPE Federal Credit Union.
